Joseph D. Alviani

Joseph D. Alviani is the Executive Director of the Massachusetts Technology Park Corporation (MTPC), a public instrumentality of the Commonwealth of Massachusetts located in Westborough, Massachusetts, and charged with fostering the growth and expansion of technology-based industry in the Commonwealth. Mr. Alviani is the chief executive and administrative officer of MTPC, appointed by a 23 member Board of Directors and three public officials. He accepted his appointment on April 25, 1994.

Under Mr. Alviani’s direction, MTPC has reorganized into an aggressive, industry-driven economic development organization with two operating divisions: the Massachusetts Technology Collaborative (MTC) and the Massachusetts Technology Park (MTP). Mr. Alviani has significant experience in matters related to science and technology policy, and public economic development programs. He was a partner with the law firm of Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C., serving as Chair of the firm’s Government and Public Affairs Department and as President of ML Strategies, Inc., the firm’s affiliate in governmental relations consulting. While at Mintz, Levin, he was Senior Advisor to the Massachusetts Biotechnology Council and was a member of the Board of Directors of the Massachusetts Taxpayers Foundation.

Mr. Alviani’s experience in the public sector includes a term as a member of the Governor’s Cabinet from 1985 to 1989 as Secretary of the Massachusetts Executive Office of Economic Affairs. He also served as the Corporation Counsel of the City of Boston, Associate Majority Counsel of the House Select Subcommittee on Labor of the U.S. House of Representatives, and Assistant Executive Director and Associate General Counsel of the U.S. Conference of Mayors. Prior to his tenure at Mintz, Levin, his career included terms as a partner with the Boston law firms of Palmer & Dodge and Goodwin, Procter and Hoar, and a five year term as President of the New England Legal Foundation. Mr. Alviani has been a Fellow in the Center for Business and Government at the John F. Kennedy School of Government and an Adjunct Professor of Law at the American University Law School.

Mr. Alviani received his undergraduate degree from Dartmouth College and law degree from Harvard University. He currently serves on the boards of the Massachusetts Taxpayers Foundation, the Massachusetts Telecommunications Council, the New England Economic Project, and the Massachusetts Networks Educational Partnership. He is Chairperson of the Judge Baker Children’s Center; Co-chair of the   Technology Group of Boston 2000 ; and Treasurer of Students Against Destructive Decisions. Mr. Alviani is a member of the Massachusetts and District of Columbia Bars and the Supreme Court of the United States.
