Dr. Blair is a career-retired Army Colonel with 28 years of active service in AMEDD with responsibilities including six years of teaching Basic and Advanced MSC courses at Army Baylor MHA Program, XO of Bassett Army Hospital, Ft. Wainwright, Alaska, XO at the 95 th Evac Hospital (Danang) and the 8 th Field Hospital (An Khe). He received Combat Awards including a Purple Heart and Bronze Star with Oak Leaf Clusters in Vietnam. He was assigned to be the Principal Representative OTSG (Office of the Surgeon General) to Comptroller of the Army (OTSG), Chief of Education and Training, Office of the Surgeon General (Served as one of the first non-physician MSC Officer to hold this position); other notable duties including Chief of Staff of 7 th Medical Command and USAREUR Deputy Chief Surgeon for Medical Support Services, with two medical centers and 11 hospitals. His private sector experiences are as Vice President of Hospital Corporation of America, Middle East Limited, independent healthcare consultant to Joint Commission International, an international healthcare consultant to the Middle East and Africa, and consultant to Native American tribes under the Indian Sovereignty Act. His public sector experiences include Deputy Executive Director, Operations for the South Carolina Health and Human Services Finance Commission, and numerous academic appointments to universities. Dr. Blair is an AMEDD Distinguished Member of the Regiment, Epsilon Phi Delta National Honor Society in Health Administration and is the author of two books and many articles spanning several expert domains in healthcare.
