A veteran of the United States Marine Corps, Jim received a direct commission in US Naval Intelligence in 1968. Concurrent with his Veterans Administration career, he served 28 years as a Naval Intelligence Officer in the active reserve and served three tours of active duty. He volunteered for recall to active duty during the Gulf War (1990-1991) and commanded a US Naval Intelligence team. Captain Huff was awarded the Defense Superior Service Medal during the Gulf War. He was injured while on active duty and formally retired from Naval Intelligence in November 1996.

In civilian life, Jim earned a BS in Psychology and Chemistry and a Masters of Science degree in Biochemical Pharmacology and spent eleven years as a Research Biochemist at the VA Hospital in Houston, Texas. Subsequently, he earned a Master of Hospital Administration Degree from Baylor University. Following multiple assignments, Jim retired in 1994 from the Senior Executive Service as Director of the Veterans Administration, Miles City, Montana Medical Center.

Following his retirement, Jim became involved in 1996 with the State of South Dakota Adult Literacy Program. In 1998,1999, 2000 and 2001, Jim represented South Dakota at the Learning Disabilities Association (LDA) International Conferences in Washington D.C., Atlanta, Reno, and New York. Jim Huff and Dee Thompson present programs on Dyslexia and Learning Disabilities at State, Regional, National, and International Conferences.

Jim was elected President of the Board of Directors of the Learning Disabilities Association of South Dakota (LDA-SD) 1998 to 2001. In February 2000, Jim was elected to the National Board of the Learning Disabilities Association of America to represent all 50 USA State LDA organizations for the period 2000-2001. Jim was promoted to Director of Outreach for LDA-SD in 2001.
