Narrative

After completion of the academic phase of the Baylor Program I was assigned to my residency at Moncrief Army Hospital at Fort Jackson South Carolina. Upon completion of my residency and graduation I became the Executive Officer at the Fort Jackson Dental Activity. I coordinated substantial dental support for tens of thousands of reservists activated for Operation Desert Storm. In July 1992 I left the Army under the Voluntary Separation Incentive Program (VSI) and in August 1992 started law school at the University of Houston School of Law. While in Law School I wrote and later published, in the Fall 1994 edition of the Military Law Review, an article rebutting allegations by former Attorney General Ramsey Clark that the U.S. committed war crimes in the first Persian Gulf War. I graduated from law school, cum laude, in May 1995. I took and passed the July 1995 Texas Bar Exam and I remain licensed in Texas.

In August 1995 I accepted an offer with the law firm of Hall, Render, Killian, Heath & Lyman in Indianapolis Indiana. In May of 1996 I passed the Indiana Bar Exam and became licensed here as well. "Hall Render" was recently rated as the 4th largest health law firm in the United States by the American Health Lawyers Association. My practice area almost exclusively involves representing healthcare providers in Medicare appeals, Medicare compliance and resisting allegations of fraud and abuse. In 2002 I won an important case at the United States Court of Appeals related to counting hospital beds for purposes of determining Medicare disproportionate share hospital eligibility. You can see the case. I am currently involved in a good number of Medicare wage index and DSH appeals and some very important False Claims Act cases.

I am also very active in the Healthcare Financial Management Association (HFMA) and the public speaking circuit. In addition to numerous presentations in Indiana, Kentucky, Illinois, South Carolina, Florida and Texas, and have presented a series of mock trials illustrating various important lessons regarding the False Claims Act as it applies to healthcare providers. This mock trial was most recently performed at the HFMA Region I Cluster in Boston a couple of months ago, and will be performed again for the Central Ohio HFMA Chapter in Columbus Ohio in August.

My two children, Bethany and Dawn, are now both enrolled at Indiana University. Bethany has a tremendous singing voice, wants to be an opera diva, and will be a senior this Fall in IU's #1 ranked school of vocal music. Dawn just finished her Freshman year IU and is double majoring in Theater Arts and Communications. I would love to hear from my classmates and find out what they are up to.
