WASHINGTON, Dec. 20 /U.S. Newswire/ -- U.S. Secretary of Labor
Elaine L. Chao announced today the appointment of four new
administrative appeals judges to serve on the Administrative Review
Board of the Department of Labor. Madonna Cynthia Douglass of
Alexandria, Virginia will become Chairman of the Board. Wayne C.
Beyer, of Washington, D.C., Judith S. Boggs, of Louisville,
Kentucky and Oliver M. Transue, of Tucson, Arizona have been
appointed as members of the ARB.

"Cindy Douglas, Wayne Beyer, Judith Boggs and Oliver Transue are
outstanding individuals and I am confident they will do an
excellent job enforcing the laws entrusted to them," Chao said.
"They bring a wide range of experience in health, safety and
employment issues to the Board."

The members of the Administrative Appeals Board review appeals
of decisions of DOL Administrative Law Judges and issue final
decisions on behalf of the Secretary of Labor under a broad range
of federal labor laws. Those laws include nuclear, environmental,
Davis-Bacon, surface transportation, federal contract compliance,
child labor and whistleblower statutes.

Administrative Review Board Appointee Fact Sheet

M. Cynthia Douglass served previously in the U.S. Department of
Labor as deputy assistant secretary in the Occupational Safety and
Health Administration. As a senior policy advisor to the
Environmental Protection Agency, she helped establish the Chemical
Safety and Hazard Investigation Board. From 1984-89, Ms. Douglass
served as administrator of the Research and Special Programs
Administration at the U.S. Department of Transportation, which has
responsibility for ensuring the safety of hazardous materials
transportation and pipeline safety. Prior to joining the executive
branch of the federal government, Ms. Douglass served as counsel to
the U.S. Senate Committee on Commerce, Science and Transportation,
where she helped draft several of the statutes over which the ARB
has jurisdiction. From 1994-99, Ms. Douglass was a senior
executive with the Institute of Makers of Explosives, a safety
organization, and the Steel Shipping Container Institute in
Washington, D.C. Ms. Douglass holds a B.A. from the University of
Kansas, and a J.D. from the Washburn University School of Law in
Topeka, Kansas.

Wayne C. Beyer currently serves as a senior litigation counsel,
engaged in federal civil rights practice, in the Washington, D.C.
Office of Corporation Counsel. He holds an A.B. cum laude from
Dartmouth College, an M.A.T from Harvard University and a J.D. from
Georgetown University. From 1983-86, Beyer was chief of staff and
then principal deputy general counsel with the General Services
Administration, where he had oversight of cases pending before the
GSA Board of Contract Appeals.

Judith S. Boggs is currently in the private practice of law in
Louisville, Kentucky specializing in health care issues. She holds
a B.A. cum laude from Brooklyn College of the City University of
New York and a J.D. from the University of Chicago Law School.
From 1987-89, Ms. Boggs was a senior policy analyst in the
executive office of the President, the White House. From 1978-87,
she served as a special assistant to the administrator of the
Health Care Financing Administration and a special assistant to the
associate administrator for policy. Ms. Boggs's state government
experience includes serving as a member of the Kentucky Human
Rights Commission, where she drafted briefs involving complex
seniority system employment discrimination issues. Boggs also
served as legal counsel to the Kentucky Mental Health Department.

Oliver M. Transue is an employment law specialist, arbitrator
and former municipal court judge. He holds a B.A. from Yale
University and a J.D. from the University of Arizona. Prior to
joining the ARB, Transue was an employment arbitrator in Tucson,
Arizona, where he arbitrated disputes concerning Arizona state
employees involved in serious discipline and whistle blowing cases.
From 1988-1992, Transue served as a municipal court judge pro
tempore for the town of Oro Valley, Arizona. He also served as
chief prosecutor for the city of Tucson, Arizona. Transue was a
panelist with the American Arbitration Association and is a member
of the American Bar Association Labor and Employment Law Section,
Committees on Alternative Dispute Resolution in Employment and
Labor Law, Equal Employment Opportunity and Federal Service Law.
From 1981-86, Transue founded and managed OmniSport, Inc., where he
negotiated contracts and served as counsel for several National
Football League players.
