Robert A. Burka is a partner in Foley & Lardner's Washington, D.C. office. He is a member of the firm's Regulatory Department (Legislative Practice Group) and Litigation Department (Antitrust Practice Group). Mr. Burka has more than 20 years of experience in antitrust law and commercial litigation in courts and before administrative regulatory bodies. He counsels corporate clients on federal regulatory problems and antitrust compliance programs, and advises hedge fund clients on antitrust and trade regulation issues.

A former Acting Assistant Director of the Federal Trade Commission's Bureau of Competition, Mr. Burka served on the FTC's merger screening committee, which reviewed proposed mergers throughout the country for antitrust law enforcement purposes. He was lead complaint counsel at trial and on administrative appeal in Ethyl Corp., one of the few litigated price signalling and facilitating practices cases.

Mr. Burka served as Judicial Law Clerk to the Honorable Milton Pollack, United States District Judge for the Southern District of New York.

Mr. Burka graduated from Dartmouth College (A.B., summa cum laude,1966), was elected to Phi Beta Kappa, and was both a Reynolds Scholar and a Fulbright Scholar. He also graduated from the London School of Economics and Political Science (M.Sc., Economics, 1967) and Harvard Law School (J.D., with honors, 1970). Mr. Burka continues to be an active alumnus and fundraiser for Dartmouth. During his first year as a student at Harvard, Mr. Burka was a Visiting Lecturer in Economics at The American University. He was also a member of the Board of Student Advisors for two years.

Mr. Burka is admitted to practice in the District of Columbia and New York, and before the U.S. Courts of Appeals for the Second, Fourth and Fifth Circuits, the District of Columbia and Federal Circuits and the United States Supreme Court.
